企業の土壌汚染と情報入手
yahooニュースの水質、土壌汚染 というトピックを見ていると土壌汚染の記事が多いことに気が付きます。
サイエンストピックス 水質、土壌汚染
今日の時点で掲載されているものには
・東海ゴムの有害物質：基準値５３倍のテトラクロロエチレン、工場周辺で検出
・基準９５００倍の有害物質 カネボウの旧工場敷地で
・ヒ素、環境基準の１９９倍…尼崎・旭硝子工場跡地
・土壌汚染：基準超すホウ素・シアン、関の廃業メッキ工場で検出
この4つが土壌汚染に関するもので、同じ内容のものが他にもありました。
6日間でこれだけのものがあり、旭硝子やカネボウといった大企業のものはメディアに取り上げられていますが恐らく規模の小さい会社が引き起こしたメディアに取り上げられない土壌汚染はかなりの数になるでしょう。
ではメディアに取り上げられていない情報はどうやって手に入れればいいのでしょうか？
1つの手段はPRTRという制度です。
PRTRとは化学物質排出把握管理促進法を指し、対象物質を事業者が一定量以上移動させた際に提出の義務があり、提出されたものはすべて開示されます。
簡単に言えば、有害物質をある程度の量を使用していれば、誰でもそれを知ることができるということです。
この法律の目的は有害物質の使用を規制するわけではなく、使用していることを市民が知ることができる環境を作るという点にあります。
例えばPRTR排出量マップでは地域での排出量がわかります。
したがって、これを見れば自分が住む地域はどの程度の有害物質が排出されているのかわかります。
PRTR法は情報を開示することで地域住民は近隣の事業者が有害物質を使用していることを知り、注視することで地域の環境を維持する。事業者は公表することで地域住民に安心してもらえるように有害物質の管理を適正に行うという循環が作られるようになることが目標でもあります。
このPRTR法は一般的にはまだまだ知名度が低く、有効に活用されているとは言えません。
事業者が提出したものは様々なサイトで公開されているので一度調べてみると考えさせられるものがあるかもしれません。
